To end the HIV epidemic, New York must ensure stable housing for low-income New Yorkers with HIV in every community.
Over 22,000 New Yorkers with HIV are living Upstate and on Long Island. While many have access to the necessary treatment and healthcare to lead full and healthy lives, approximately 2,735 low-income New Yorkers with HIV are currently experiencing homelessness or housing instability. This impacts their health and undermines our ability to end the epidemic for all New Yorkers. A simple budget fix could make a significant difference.
Research shows that stable housing is the most critical factor for the health of people with HIV and is key to preventing the virus from spreading. People with HIV in stable housing are more likely to adhere to their daily medication (Antiretroviral Therapy or ART), stay engaged in HIV/Primary Care, and achieve an “undetectable” viral load, meaning the virus cannot be transmitted to others.
To end the HIV epidemic in New York State, we must ensure access to housing and treatment for people with HIV.
For years, NYC has provided housing support to thousands of people with HIV, but those living Upstate and on Long Island have been overlooked.
Through the existing HIV Emergency Shelter Allowance program, NYC has helped over 28,000 low-income New Yorkers with HIV secure and maintain housing. Yet, up to 2,735 living Upstate and on Long Island have been left behind.
It’s time for Governor Hochul and state legislators to extend this housing assistance statewide.
HIV Housing for NY urges Governor Hochul to include statewide HIV rental assistance in her FY26 Executive Budget, in line with legislation championed by Assemblymember Bronson and Senator Hoylman Sigal (A2418/S183).

Housing assistance improves viral suppression rates and overall health, which in turn lowers emergency healthcare expenses and prevents new infections.
All New Yorkers with HIV facing homelessness deserve access to lifesaving rental assistance, no matter where in the State they reside.
